Toledo, Ohio — Newly released body camera footage from the Toledo Police Department is drawing scrutiny after showing the arrest of a 15-year-old girl during a police encounter in north Toledo.
The incident happened Friday when officers stopped a group of teens walking in the roadway. According to the police report, the teen declined to provide identification and resisted officers’ commands, leading to a physical struggle that resulted in her being taken to the ground and placed in handcuffs. Police say the situation escalated further when the teen allegedly spit on an officer during the arrest.
The video, along with a separate recording shared online by the teen’s mother, prompted strong reactions from city leaders. Vanice Williams called for changes within the department, including enhanced de-escalation training, accountability measures, and dismissal of the charges filed against the teen.
Police also reported managing a growing crowd at the scene, including the teen’s mother, who was briefly detained after refusing commands before later being released without charges.
Wade Kapszukiewicz acknowledged that while officers were in the area due to a prior incident involving a weapon, the arrest itself raised concerns and did not unfold as intended.
The officer involved has since been reassigned, according to the local NAACP chapter, which says it will continue monitoring the case. The teen faces multiple charges and is scheduled to return to court on May 14.
