Perrysburg, Napoleon, and the Village of Grand Rapids are taking steps to temporarily restrict marijuana operations as Ohio finalizes adult-use cannabis regulations.
In Perrysburg, city council extended its moratorium on marijuana-related businesses through May 7, 2025, in a 6-1 vote. The decision halts permits for dispensaries, cultivation, and processing while local guidelines are developed. Officials emphasized this is not a permanent ban but a measure to align with evolving state rules.
Napoleon City Council is also considering extending its existing moratorium, which expires Dec. 31. The council is debating an open-ended extension to avoid revisiting the issue repeatedly while the state finalizes its cannabis regulations.
Meanwhile, the Village of Grand Rapids enacted an emergency ordinance imposing its own moratorium. The measure restricts permits for cannabis retail, cultivation, and distribution to allow time for the village to study potential impacts on the community. Officials emphasized that the ordinance aims to protect public health, safety, and well-being as the village assesses the implications of cannabis-related businesses.
These measures reflect cautious approaches by local governments as they navigate the legalization of adult-use marijuana and its potential effects on their communities.
